They could have saved her left arm and leg and given her the permanent limbs, then discharged her. But they wanted their super soldier.

Actually, it makes sense to have both legs and/or arms totally synthetic. Those synthetic ones have to weigh more than her original ones, and motor control must be different between a flesh and blood arm vs. an artificial one. I wonder if her limbs will require an external power source?

Yeah, if the intent is to give the wearer more strength they would need to be symmetric. If she was a civilian they would only replace what needed to be replaced.

I get that the military would want to take advantage of a bad situation to improve their wounded soldiers. And at least she gets very nice prosthetics after she's discharged from service.

However, I question the claim that she won't be able to tell the difference from her original limbs. I doubt even Star Trek level technology could do that. There has to be a seam where it meets flesh. Do the prosthetics feel warm and supple like flesh? Is the skin just as sensitive? Do they have hair and sweat glands?

Also... why can't they regrow her limbs after she's discharged from service? Is it too expensive or do they not have the tech?

They've had FTL starships, mecha, advanced AI and all kinds of high technology... but they can't regrow limbs?

Today, in labs, they've grown human ears on the back of rats and even used the equivalent to a 3D printer to print cartilage to make an ear. There's all sorts of research into stem cells and cloning. There's also research into how certain reptiles and marine animals can regrow their limbs. (Also, what about medical nanites?)

And yet, hundreds or thousands of years in the future, they still haven't made it practical? Not even alien civilizations far older than humankind?

Tech Kalya did say "synthetic limbs" but it might have been more accurate to say bio-mechanical. When Kirby finishes her military services the mechanical limbs will be removed but the synthetic endoskeleton (page 181) will remain. New muscle and skin will be grown over them.
She will have natural limbs but with metal alloy bones and you won't be able to tell the difference.
